PROPOSED STATUTES OF AGKFDownload "Proposed Statutes of AGKF" as PDF document here Download the minutes of the Congressional meeting here Article 1: General Rules- The Africa Goju Ryu Karate Federation, hereafter referred as AGKF. is a permanent organisation, founded in the year of 2006 by the Okinawa Goju Ryu Karate-Do Association, South Africa.
- The AGKF shall be based in the city of the elected President.
- The AGKF has no involvement with matters pertaining to politics, religion or race, and is a non profit sporting organisation.
- The official language of AGKF is English.
- AGKF has the aim of promoting, organising, regulating and popularising Goju Ryu Karate. To fulfill these purposes, AGKF will follow the line, rules and goals established by the World Goju Ryu Karate Federation (WGKF).
- In order to achieve its purposes AGKF will:
- Hold tournaments for Children, Cadets & Juniors and Seniors
- Promote the improvement of effective Goju Ryu techniques
- Promote courses for leaders, coaches and referees
- Hold Congresses and Conferences as required
- Facilitate Dan tests and training seminars
- Publish newsletters, circulars or magazines
- Others for the success of its purposes.
Article 2: Economic Resources- The AGKF shall pursue its institutional goals by means of revenues deriving from annual membership fees, course fees, tournaments, exam fees, the issue of licences and diplomas, bequests, donations, sponsorships and any other form of income providing it has been approved by the Directing Committee
- The accounting period adopted by the AGKF shall coincide with the calendar year from 1 January to 31 December.
- The budget and the final balance sheet, prepared by the Treasurer, and the report of the Auditors must be approved by the Director’s Committee.
Article 3: Affiliation- Members may be any Goju Ryu Federation, Association, Union, Group or Individual who supports the objectives in Article 1.
- Only one National Representative per country is allowed to oversee and coordinate National administrative issues. This Representative must be recognised by the National Karate Federation or by the Government Sport Authority of that country.
- Affiliation shall be considered provisional when it has been accepted by the Directing Committee. Affiliation shall be considered permanent when it has been ratified by the Congress. Provisionally affiliated groups shall enjoy all rights excepting voting rights.
Article 4: Rights and Duties of members- Members are entitled to:
- Participate in Congresses in accordance with statutory norms and rules.
- Participate in official competitions in accordance with specific competition rules.
- Enjoy the advantages and benefits provided by the AGKF
- Under the penalty of suspension or expulsion from all activity, it is the duty of affiliated members to renew each year their membership in accordance with the terms and conditions as set forth by the Congress.
- Affiliated members may only be expelled from the AGKF through a Congress decision approved with a 2/3 majority, providing they represent at least half plus one of all affiliated members entitled to vote.
Article 5: Acceptance and obligations- All members affiliated to the AGKF shall undertake to comply with statutes, rules and all provisions issued by the Congress and Directing Committee.
- Members shall undertake to work with the utmost loyalty and rectitude in complete compliance with rules and code of conduct governing the activities of AGKF.
- Any member in breech of the conditions as per points 1) and 2) above shall be liable to disciplinary action as set forth herein.
Article 6: AGKF OrgansThe organs of AGKF are: a) The Congress b) The Directing Committee c) The Auditors d) The Supporting Committees Article 7: The Congress - The Congress is the supreme organ of the AGKF, being given deliberative powers. It shall decide only on matters included in the agenda when it is convened.
- The following are entitled to take part in the Congress:
- Affiliated Members in possession of voting rights
- The Directing Committee
- The Auditors
- The Supporting Committees
- The Honorary President(s)
- The Congress shall be chaired by the AGKF President or, in his/her absence, by the Vice President.
- The Congress shall meet every year on the occasion of the Championships in the city where these take place.
- Each member may be represented by up 2 (two) persons. If needed each member may also have an interpreter.
- Every four years the Congress shall elect the Directing Committee, the Auditors, the Supporting Committees.
Article 8: The Directing Committee- The Directing Committee shall be composed of the following officials:
- The President
- The Vice President
- The Secretary General
- The Treasurer.
- The Directing Committee shall be in power for a four year term, and may be re-elected indefinitely.
- The Directing Committee shall direct and administer AGKF activities, draw up programmes in accordance with the directives approved by the Congress and see that they are enacted in order to achieve institutional goals.
Article 9: The President- The President shall represent the AGKF at all AGKF and World Goju Karate Federation events and in any relations with outside parties. Travel expenses to these events are to be born by AGKF.
- He/she shall be responsible for running the AGKF and answer to the Congress, the Directing Committee and Supporting Committees.
- He/she shall convene and chair the Directing Committee.
- He/she shall convene and chair the Congress.
- In the event of a temporary absence, the President may delegate some or all his/her powers to the Vice President(s) or other members of the Directing Committee.
Article 10: The Vice President- The Vice President shall provide the President with assistance for all his/her functions and shall replace him/her upon the occasions as set forth herein in accordance with the relative procedures.
- The President may assign special tasks to the Vice President.
Article 11: The General SecretaryThe General Secretary is in charge of the secretariat work and relations with the members, as well as third parties and shall assist both President and Vice President. Article 12: The TreasurerThe Treasurer is responsible for the budget, final balance sheet and administration of the funds and shall assist the President, Vice President and General Secretary. Article 13: The Auditors- Two members appointed by the Directing Committee shall be elected for a four year term by the Congress.
- The Auditors shall audit the accounts of AGKF every end of the year.
- The Auditors must be invited to report to the Congress.
Article 14: Supporting CommitteesIn order to full fill its tasks AGKF can create the needed Supporting Committees, as long as they are approved by the Congress. Those Committees shall be ruled by their own regulations. Article 15: Rules and regulations - In accordance with the aims of the AGKF the Directing Committee shall approve and ammend Rules and Regulations.
- The Supporting Committees as per Article 14 above shall help to prepare the Rules and Regulations in their own sphere of action.
- All Rules and Regulations must be in accordance with the statutes herein.
Article 16: Honorary President and Honorary Members- Based upon a proposal of the Directing Committee, the Congress may elect an Honorary President and Honorary Members by acclamation. They shall be chosen among members of the AGKF who, with selfless commitment, have made a significant contribution to the spread of Goju Ryu Karate in AFRICA and acquired special merits within the AGKF.
- The Honorary President is entitled to attend, without voting rights, Congress and Directing Committee meetings.
Article 17: Official commendationThose who had done distinguished services to AGKF should be commended by the Directing Committee. Article 18: Ammendments to the Statutes - Proposals to amend the Statutes may be put forward by the Directing Committee or by the members having voting rights. In this last case they should be presented by at least half plus one of all affiliated members having voting rights.
- Proposals to amend the Statutes must be approved by at least 2/3 (two thirds) of the members at the Congress.
Article 19: Dissolution- The proposal to dissolve the AGKF must be presented by at least 2/3 (two thirds) of members having voting rights.
- The Directing Committee shall then call the relative Extraordinary Congress in compliance with the procedures as set forth herein. Notice for any Extraordinary Congress must be given at least 6 months in advance to the proposed meeting date.
- The proposal to dissolve the AGKF must be approved at the Extraordinary Congress by at least 4/5 (four fiths) of affiliated members having voting rights.

Article 20: Final provisionThe present Statutes will be effective after approval by the 2008 Congress. FINANCIALMembership fees for 2008 will be finalised at the first AGKF Congress on 5 October 2007. Interim queries for guidelines may be sent to AGKF .
